Representative Patrick Windhorst has voiced concerns over a 2nd amendment measure which establishes a firearms manufacturer licensing program in the Department of Financial and Professional Regulation. It would require manufacturers who operate without a license to pay up to $1 million per month in a civil penalty. Retailers who sell firearms from these companies also could face civil penalties reaching $10,000 per violation. Opponents believe the bill will only increase the cost for law abiding citizens to purchase a gun in Illinois.
